SUMMARY

The Buyer/Planner supports the estimating, planning, purchasing, prototyping, and production of build-to-print and internally developed hardware in support of Government contracts.  Working in accordance with project plans and schedules, the Buyer/Planner will have ownership of the efforts required to deliver production hardware to the project on-time. The Buyer/Planner will have extensive interaction with Engineering, Program Management and Supply Chain departments in reviewing sales orders, planning production to drive MRP, purchasing to MRP suggestions, as well as preparing and submitting pricing bids and proposals to customers. Ensuring continuous and cost-effective supply of materials, services, and equipment to meet the needs of manufacturing operations. Timely processing of orders and the maintenance of inventory through schedule planning, product requirements, sourcing, and procurement is critical.

RESPONSIBILITIES/SKILLS

  • Planning and prioritizing manufacturing operations to ensure maximum efficiency in support of project schedule requirements.
  • Create jobs (work orders), schedule job order releases, and track production performance.
  • Work with the Material Specialist to ensure that all materials required for production are received. Coordinate production workflow and assist in keeping paperwork organized.
  • Collaborate with quality assurance, warehouse, and other staff to keep production parts and assemblies moving through the process.
  • Act as an expeditor facilitating parts being moved through the system and troubleshooting/correcting issues preventing continued movement.
  • Assits in development of a master schedule ensuring all project needs are recorded, planned, and being worked to project needs.
  • Serves as a technical liaison between Inter-Coastal Electronics and suppliers in support of COTS, contract manufacturing, and build-to-print parts.
  • Coordinates purchasing activities with manufacturing, program management and engineering departments as required to meet the production schedule.
  • Performs requirements analysis on components prior to acting on MRP.
  • Solicits proposals, negotiates price and terms, and issues purchase orders, in accordance with company policies and procedures.
  • Determines and documents purchasing specifications and performance requirements on purchase orders.
  • Maintains organization of supplier lead times, MOQ, volume price breaks, and promised delivery dates.
  • Analyzes manufacturing requirements, engineering design, and/or technical data when necessary.
  • Creates and maintains mutually beneficial long-term partnerships with suppliers to foster supply continuity, and process understanding, continuous improvement, and transparency.
  • Assists in timely disposition and corrective actions for non-conforming purchased materials with quality team members and vendors.
  • Resolves invoicing issues with accounting and suppliers.
  • Identifies, investigates, and recommends potential and existing suppliers.
  • Helps identify internal and external risks in our supply chain, conducts research and offers solutions.
  • Leads special projects as assigned.
  • Assists in creating and implementing department procedures.
  • Helps with Obsolescence Reports.
  • Performs end of year Supplier Evaluations per AS9100.
  • Performs other duties as needed for the purpose of ensuring the efficient and effective functioning of the Materials Department.

KNOWLEDGE / REQUIREMENTS

  • Bachelor’s degree required, or equivalent combination of education and experience.
  • Familiarity with Federal Acquisition Regulations (FAR/DFAR).
  • 5+ years of planning and purchasing experience with a Bachelor of Science Degree in Business or Supply Chain Management or at least 8 years of planning and purchasing experience.
  • Prior experience with Material Requirements Planning (MRP) and /or Enterprise Resource Planning (ERP) Systems (EPICOR 9 preferred).
  • Manufacturing or engineering industry purchasing experience required.
  • Proven experience as production Planner/Buyer.
  • Excellent knowledge of production planning/buying and quality control principles.
  • Working knowledge of MS Office.
  • Strong organizational and problem-solving skills.
  • Excellent communication abilities.

JOB TYPE:  FULL TIME

Annual Compensation Range: $72,124 – $88,219 (Based on Experience)
