Department of Justice (DOJ) Grant Programs Supporting Law Enforcement Equipment, Training, and Public Safety Initiatives

As agencies strive to meet the current administration’s agenda to enhance public safety, officer readiness, and community trust—accessing the right funding opportunities is crucial. The Make America Safe Again priority under the Department of Homeland Security is channeling significant federal grant resources into grant programs that support these goals. Here is a curated list of grant opportunities aligning MILO with this initiative, complete with links to application details.

Law Enforcement Mental Health and Wellness Act (LEMHWA) Program

The 2025 Law Enforcement Mental Health and Wellness Act grant program funds the delivery of and access to mental health and wellness services, training, and programming for employees of law enforcement agencies and their families through the implementation of peer support, training, family resources, suicide prevention, stress reduction, clinical support, and other promising practices for wellness programs.  The 2025 LEMHWA program will fund projects that:

  • Expand access to mental health and wellness training and resources for employees of law enforcement agencies and their families.
  • Support peer support networks for crisis and non-crisis circumstances.
  • Address the stigma associated with officer mental health and wellness by supporting the implementation of mental health education and the development of resources.

The LEMHWA grant program is administered by the Office of Community Oriented Policing Services (COPS Office) within the U.S. Department of Justice to support officer wellness and resiliency initiatives.

All local, state and local government, territorial, and tribal law enforcement agencies that have primary law enforcement authority are eligible to apply.  Up to $9.8 million is available for this federal grant.

Community Policing Development (CPD) – Law Enforcement Products and Resources

The CPD – Law Enforcement Products and Resources grant program funds the development of products and resources specifically designed for national distribution that offer creative ideas to uplift the image of the law enforcement profession, advance crime fighting, or support community policing efforts through community engagement, problem solving, or organizational change.  High priority areas of focus may include (but are not limited to) topics such as violent crime prevention, immigration issues and border security, child trafficking, street gangs, recruitment and hiring, gun violence and the enforcement of gun laws, opioids and drug market interruption, law enforcement task force engagement, homelessness and squatting, nuisance abatement, and other crime and disorder problems.

This CPD initiative represents one of the funding opportunities supported by the Department of Justice to strengthen the relationship between police and the communities they serve.

All for-profit (commercial) and nonprofit institutions, institutions of higher education, community groups, and faith-based organizations are eligible to apply, and up to $8 million is available for this federal grant.

Collaborative Reform Initiative (CRI)

The Collaborative Reform Initiative encompasses technical assistance programs offering expert services to state and local government, territorial, and tribal law enforcement agencies, ranging in scope and complexity.  These services, supported by the Department of Justice, are designed to highlight best practices of law enforcement agencies and the many ways they are protecting Americans, enhancing officer safety and wellness, building agencies’ capacity for self-improvement and effectiveness, and promoting community policing practices nationwide.

The 2025 CRI program offers an open solicitation for training providers in two topic areas:

  • Organizational Assessment – to provide in-depth assessments and long-term assistance to achieve and promote efficient agency operations, officer safety, and positive policing practices.
  • Critical Response – to provide targeted technical assistance to law enforcement agencies experiencing high-profile events, major incidents, or sensitive issues of varying need.

Applicant eligibility is limited to for-profit (commercial) organizations, nonprofit organizations, and institutions of higher education.  Approximately $1 million is available for each open solicitation topic area.

Best Practices and Prioritizing Officer Safety and Wellness.

Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement (Safer Outcomes)

Safer Outcomes funds are used to promote training on de-escalation and crisis response for law enforcement officers, support personnel employed by law enforcement agencies, and mental health professionals working on crisis intervention teams as employees of a law enforcement agency or under a legal agreement with a law enforcement agency.  Supported training programs must address one or more of the following areas of focus: de-escalation tactics and alternatives to use of force; safely responding to an individual experiencing a mental or behavioral health or suicidal crisis; safe encounters with individuals with disabilities; successfully participating on a crisis intervention team; and making referrals to community-based services and support.

The 2025 Safer Outcomes program will encompass two separate solicitations:

1.) Curriculum integration for academies and state-level training commissions

2. Support for local law enforcement agencies.

Approximately $18 million in funding is available for this program, one of several funding opportunities supported by the Department of Justice (DOJ) for improving response tactics and community safety through effective training.
